This study aims to describe the madrasah principal's strategy in developing a religious culture at Madrasah Aliyah Al-Ikhlas Cibalong, Tasikmalaya Regency. This study uses a descriptive qualitative approach with data collection techniques through observation, semi-structured interviews, and documentation studies. The data analysis techniques include data condensation, data presentation, and drawing conclusions. Meanwhile, data validity tests are carried out using triangulation, reference adequacy, and member checking. The results show that the madrasah principal implemented the strategy through four main stages, namely strategy formulation, strategic decision making, strategy implementation, and strategy evaluation. The programs implemented include religious habits, role models, and partnerships with parents and the community. This strategy contributes to the realization of a dynamically developing religious culture in the madrasah environment, which is reflected in positive student habits such as greeting, maintaining politeness, and actively participating in various religious activities. In addition, the impact is also seen in the increasing level of student faith, where obligations are seen as something that must be carried out. Furthermore, this strategy also encourages increased student activity in broadening and deepening their knowledge, especially in the field of religious studies.
